DTI’s E-Commerce Trustmark: A New Era of Digital Accountability for Philippine Businesses

In a landmark move to bolster consumer confidence and promote responsible digital commerce, the Department of Trade and Industry (DTI) has officially rolled out the E-Commerce Philippine Trustmark, a digital badge that certifies online businesses adhering to fair, transparent, and safe e-commerce practices.

Under Department Administrative Order (DAO) No. 25-12, the Trustmark is now a mandatory requirement for all online merchants, e-retailers, and digital platforms operating in the Philippines. This initiative is part of the broader implementation of the Internet Transactions Act of 2023 (Republic Act No. 11967), which aims to regulate and protect the rapidly growing digital marketplace.

What Is the DTI Trustmark?

The Trustmark is not a business license or permit, but rather a symbol of compliance with consumer protection laws, data privacy standards, and ethical business conduct. It is valid for one year and must be prominently displayed on websites, seller profiles, or even physical stores with online operations.

To qualify, businesses must undergo a registration process that includes submitting legal documents such as a valid business permit, BIR registration, and a certificate of no pending formal charge from the DTI Fair Trade Enforcement Bureau. The badge is issued upon verification of these documents and the business’s commitment to fair trade practices.

Fee Structure and Incentives

In a move to support Micro, Small, and Medium Enterprises (MSMEs), the DTI has introduced a tiered fee structure:

  • Micro enterprises (assets up to ₱3 million): Free application, only ₱130 for web admin and documentary stamp fees.
  • Small enterprises (₱3M–₱15M): 50% discount, total fee of ₱630.
  • Medium enterprises (above ₱15M): Full fee of ₱1,130.

The registration deadline has been extended to December 31, 2025, giving businesses ample time to comply. Applications can be submitted via the official portal: www.trustmark.dti.gov.ph

Industry Reactions and Concerns

While many businesses have welcomed the Trustmark as a step toward legitimizing online commerce, some lawmakers and MSME advocates have raised concerns. Senator Bam Aquino recently urged the DTI to reconsider the mandatory nature of the program, citing its potential to burden small entrepreneurs and contradict the Ease of Doing Business Act (RA 11032).

Aquino emphasized that the Trustmark should remain voluntary, especially for startups and micro businesses, to encourage digital participation without adding financial strain.
